Exp:- when there is no transition between Ready to Run (then system is non-preemptive scheduler).
          when there is  transition between Ready to Run (then system is preemptive scheduler).

Ans (b) :
I dont understand the given explanation . 
Here clealy we can see that one transition from running to ready is possible (means preemption ) . so this diagram shows that operating sysytem supports the preemptive scheduling .
